Québec's Automobile Insurance Act, adopted in 1978, makes a clear distinction between compensation for bodily injury and compensation for property damage. For this reason, the province created the Société d'assurance automobile du Québec (SAAQ), the government corporation that handles injury compensation. The province also created the Groupement des assureurs automobiles (GAA), entrusting it with specific responsibilities related to property damage compensation.

All automobile insurance companies that operate in Québec must be members of the GAA.
